Short Columbia Utility Project

The Short Columbia Utility Project will be replacing aging Sewer and Water lines in the Short Columbia Neighborhood. This project will be split into two phases for construction with the first Phase starting in the summer of 2025 and Phase 2 happening at a later date. Phase 1 will provide for the replacement of approximately 500 linear feet of 8” PVC sewer main and side sewer connections, new 1” water service connections, two (2) Storm Filter water quality units, and approximately 200 feet of storm pipe and accompanying fittings, structures, bases, asphalt, and other accompanying structure along the alley between Sams St. and Madison St. The Alley will be repaved with a centerline gutter pan to improve drainage along this roadway.

Phase 2 of the project will replace the Water main and Sewer along Sams St, Short Columbia St, and Arthur lane and will also include sidewalks, re-profiling of the roadway, and new improved Storm drainage.

Short Columbia Phase 1
Phase 1 Schedule:
  • City of Monroe staff completed the design for the alley in the Spring of 2025.
  • Contract advertisement dates of May 7 and May 14, 2025. Bids were opened on May 22, 2025.
  • Contract was awarded to RAW LAND Construction on June 10, 2025 for the amount of $622,378.79.
  • The Contractor has replaced all the utilities below the roadway surface. RAW is awaiting final concrete and pavement work. Construction will continue through the October and finished early November.
  • The Contractor has completed all work for Phase 1. They were given physical completion notice on December 1, 2025.
