Building

The Building Division is responsible for building permit and code administration by providing plan review, inspection services, building code information, code enforcement and public outreach.  The Building Division provides life safety assurance and solution-oriented services to the city through the application of professional skills and adopted standards by regulating the construction, repair or alteration, demolition, and occupancy of all buildings and structures within the city. Our primary mission is to provide life safety and a better quality of living to the residents of the City of Monroe.

Starting Monday, March 23 building, public works/engineering, land use, and fire permit applications will be accepted online. Please visit our Online Permits webpage to learn more.

Building inspections will be conducted Monday through Friday, during regular business hours. If we receive your online request by 4 p.m., we will likely be able to conduct the inspection on the next business day. Select the “Building” button below to submit an online request.

Inspections are not conducted on observed holidays when city administrative offices are closed. 


Inspection Services

The City provides inspection services associated with residential and commercial building, land use and engineering permits. 

Fire permit inspection services are provided by the Snohomish Regional Fire & Rescue. Electrical permits are to be obtained and inspections requested from the Washington State Department of Labor & Industries (L&I).

Code Updates

Effective March 15, 2024, Washington state cities and counties will implement the 2021 editions of Washington State Building Codes. Until this new effective date, complete permit applications will be reviewed under the 2018 State Building Codes. Starting March 15, 2024, completed building permit applications will be reviewed in compliance with the 2021 codes. View the 2021 Codes.
