Message from Judge Jessica K. Ness

It has been my honor to serve as the Presiding Judge for Monroe Municipal Court since 2020. As Monroe Municipal Court is a court of limited jurisdiction, I am authorized by Washington State statute to preside over criminal misdemeanors, gross misdemeanors, civil traffic infractions and other City of Monroe municipal code violations.  

This Court does not handle civil claims, small claims, or unlawful harassment orders. Please contact Snohomish County District Court for those matters. 

The mission of Monroe Municipal Court is to resolve matters fairly and timely in accordance with the law by providing an independent, impartial, and dignified forum, in order to promote respect for the Rule of Law, engender public trust and confidence, and protect individual rights and liberties.

Monroe Municipal Court advances justice for all who come before it.  We are an efficient, innovative, and accessible court that works collaboratively with justice partners to serve the community with integrity and transparency. 

On Oct. 15, 2025, we will be serving you from our new Monroe Municipal Court located at 806 West Main Street, Monroe, Washington 98272.  

Whether you have been summoned for jury duty, need to pay a fine or must appear for a hearing, we are here to help you while you’re engaged with us.
