Utility Billing
The City of Monroe provides water, sewer and stormwater management utility services where available. Each utility has costs associated with operations, maintenance, capital investment, and debt service. Rates paid by city utility customers directly fund these services.
Our Utility Billing staff are available to assist you with:

Current rates
Every few years the city conducts a rate study and present findings to the City Council as utility rates are set by the City Council.

City of Monroe utility rate changes effective Jan. 1, 2026
At its November 18 meeting, Monroe City Council approved new water rates and a new tax on the gross income of stormwater utility providers. Monroe’s 7.2% water rate adjustment is in response to the City of Everett increasing its water rates earlier this year. Monroe’s drinking water supply comes from Everett. The new 10% stormwater utility tax will support core services provided to the utility. The stormwater amount billed includes a fee or tax up to 10% calculated on the gross revenue of the stormwater utility. Monroe’s utility rates cover all costs associated with providing water, sewer, and stormwater services to Monroe homes and businesses.
These adjustments are in addition to the Cost of Living Adjustment (COLA) increases approved in Monroe’s 2025-2026 Biennial Budget. The adjustments will take effect Jan. 1, 2026. The base rate for all utilities is going up by an average of $7 per month for a single-family residential household (City of Monroe utility customer). Customers who use more water may see a higher total increase based on their usage. Low-income senior citizens and low-income disabled residents may be able to receive discounts for qualifying utility accounts.

Billing cycle
Water meters are automatically recorded monthly. Utility bills are prepared monthly and distributed electronically to those customers who register their account online and choose paperless billing and are mailed to all other customers. Utility bills are sent out around the first week of every month with payments due on the last day of the same month.
Payment options
You can pay your city utility bill in the following ways:
- Pay online at www.monroewa.gov/pay with a checking account or debit/credit card. You can also sign up for recurring payments.
- Pay automatically - Set up Direct Debit from a checking account by bringing a voided check in person or through the online portal with a credit/debit card. Complete the Automatic Bill Payment form (English | Spanish)
- Pay by mail – Send check or money order to City of Monroe, PO Box 3697 Seattle, WA 98124
- Drop-off your payment: Cash, check or money order and debit/credit card payments (Visa, Mastercard, and Discover) are accepted at City Hall, during business hours. Check or money order (no cash) can be placed in the drop box after hours.

Financial assistance
If you need assistance with paying your city utility bills, here are some assistance resources:
- Payment arrangements are offered twice per calendar year. Complete and submit the Payment Agreement form (English | Spanish) by emailing it to utilitybilling@monroewa.gov or bringing it to City Hall.
