Nuisance Enforcement
Monroe’s code enforcement services are provided by various city departments and include the investigation of potential and actual violations of city codes contained in Monroe Municipal Code (MMC). These codes ensure public health and safety for people, property and the environment. The city responds to formal complaints and will work with the responsible party to gain voluntary compliance before initiating enforcement actions.
Common complaints investigated by the Police Department
Through the efforts of our Community Services Officer(s), the following nuisance laws contained in Monroe Municipal Code (MMC) are investigated and enforced:
- Animal control services include investigating and enforcing city codes relating to animal cruelty, animal at-large violations, dangerous dogs, and assisting with lost and found dogs. (MMC Chapter 8.04, Animal Control)
Parking on city streets (MMC Chapter 10.10, Parking Regulations)
- Vehicles may be parked on city streets for no more than 240 hours (10 days) consecutively in one location.
- Vehicle registration must be up to date with the current tab sticker displayed on the license plate.
- Other than in emergency situations, vehicle repairs are not allowed on city streets and vehicles must be operable.
- Disabled or abandoned vehicles
- Vehicles parked on private property that are inoperable must be sheltered and not visible from the street. Definitions and descriptions of abandoned vehicles and proper methods of sheltering these vehicles are found in city code (MMC 6.04.050(P), Public Nuisances Affecting Safety.)
- Oversized vehicle parking
- Boats, recreational vehicles, and utility trailers are permitted to be parked on city streets up to 24 hours only.
- Vehicles weighing more than 15,000 pounds are not permitted to be parked off the truck route without an Overweight Parking Permit. Overweight Parking Permit applications may be obtained at City Hall during business hours. Overweight Parking Permits must be displayed on the dash of the vehicle. (MMC Chapter 10.24, Truck Routes)
- Excessive Noise (MMC Chapter 6.04, Nuisances)
- Excessive noise from construction or equipment, amplified noise (loud music), or animals may be deemed as a public nuisance.
- Property maintenance
- Nuisances include trash, abandoned materials, and excessive noises. No person may maintain, use, place, leave, or permit any nuisance to remain on any public or private property. (MMC 6.04.030, Public Nuisances Affecting Public Health)
