Notice is hereby given that a Determination
of Non-Significance (DNS) SEPA2012-01 has been issued for ZCA2012-01 AmendAirport Compatibility Zone Notice Requirements.

Applicant:  City ofMonroe

Project Description:

The purpose of this code
revision is to create a more efficient process for notifying property ownerswithin the Airport Overlay District.

In 2006 the City Councilestablished the Airport Compatibility Overlay in the vicinity of First Air
Field. The action defined an Airport Compatibility Zoning Overlay to regulateland use and development. The 2006 action also required the City to mail a
disclosure notice every five years to all property owners within the AirportOverlay Zone, an area of approximately 2,100 individual property owners. The
proposed code revision is to eliminate the requirement to include a full copyof Chapter 18.60 of the Monroe Municipal Code with each notice as it would
incur significant costs and staff time to process those notices. All otherexplanatory information as required in the ordinance would still be included in
the notice.

Comment Period:

Comments regarding the DNSmay be submitted to the City until 5:00 pm February 14, 2012. Comments may be
hand delivered or mailed to City Hall, 806 W. Main, Monroe WA 98272, orsubmitted electronically.

Appeal Procedure: 

Appeals to the SEPA determination must be submitted to
the City Clerk on forms available at City Hall, 806 West Main Street, Monroe by5:00 p.m. on February 15, 2012.  Faxed, mailed, or e-mailed appeals will not
be accepted.  Appeals must be accompaniedby a filing fee set in the Fees Resolution in place at the time the appeal is filed.  The SEPA documents are available for review online
or at City Hall Monday – Friday, 8:00 a.m. to 5:00 p.m.  For further information, contact PaulPolpelka, Planning & Permitting Manager by email or by phone at 360-863-4544.
