Project Description: The project consists of a Boundary Line Adjustment between four (4) parcels and a subsequent subdivision of a 5.09 parcel acre into 25 residential lots as a Planned Residential Development.
Permits: The following local, state, and federal permits/approvals are needed for the proposed project: Grading permit.
Required Studies: Wetland & Stream Evaluation, Traffic Impact Analysis, Subsurface Exploration, Geological Hazard and Geotechnical Engineering Report, Technical Information (Drainage) Report.
Environmental Review: The City of Monroe has reviewed the proposed project for probable adverse environmental impacts and expects to issue a determination of non-significance for this project. The optional DNS process in WAC 197-11-355 is being used. The proposal may include mitigation measures under applicable codes, and the project may incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent threshold determination for the specific proposal may be obtained upon request. Preliminary Plat documents are available for review at City Hall, 806 W Main St., Monroe, WA during regular business hours, Monday through Friday, 8 a.m. – 5 p.m. on online at monroewa.gov/ChainLakeEstates.

Public Comment Procedure: You are invited to comment on this proposed project as this may be your only opportunity to comment on the environmental impacts. If you wish to receive notice of and participate in any hearings, request a copy of the decision once made, please contact Paul Popelka at the number listed above. The final decision may be appealed as allowed by the Monroe Municipal Code (MMC). Written comments must be received no later than 5:00 pm, Wednesday, April 1, 2013 and can be submitted to Paul Popelka at ppopelka@monroewa.gov or the address above.
A tentative public hearing date has been scheduled for May 16, 2013 before the City of Monroe Hearing Examiner.
A decision will be made within 120 days of the date of the letter of completeness excluding time periods as described in MMC 21.50.110.
