Proposal:
ZCA201207 – North Kelsey Design Guidelines Amendment
Description of Proposal:
The Design Guidelines are being updated to revise guidelines that are no longer relevant to development in the North Kelsey Development Area. Several chapters, including Site Configuration, Site Planning, and Circulation have major revisions; Architectural/Building Design and Landscape Design have minor revisions; Signage and Lighting is left intact in these until the sign code update is completed. The sign code update will incorporate the North Kelsey sign guidelines and upon adoption of the updated sign code, the Signage and Lighting chapter will be deleted from the North Kelsey Design Guidelines.

This non-project action n affects property located in the North Kelsey Area generally bounded on the east by Chain Lake Road, the west by North Kelsey Street, on the north by the proposed US By-pass right-of-way, and on the south by US 2

Lead Agency:
City of Monroe

Threshold Determination:
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the City of Monroe. This information is available to the public for review on request at Monroe City Hall, 806 West Main Street, Monroe, Washington, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, excluding holidays, or online at monroewa.gov/northkelsey.

This Determination of Nonsignificance is issued under WAC 197-11-340; the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by 5:00 P.M. Friday, November 2, 2012.

Appeals:
Appeals to the above determination of nonsignificance must be filed with the City of Monroe Permit Supervisor within fifteen working days of the date of issuance above (5:00 p.m., November 9, 2012). Appeals must be made on appeal forms available at Monroe City Hall, 806 West Main Street, Monroe, WA 98272. Appeals must be filed in original form. The adopted appeal fee must be paid at time of filing. Fax, or e-mail appeals shall not be accepted and shall not be considered as meeting the filing requirements. Appeals shall set forth the specific reason, rationale, and/or basis for the appeal.
