Madison Sewer Separation

Project Description


This project will remove the storm water runoff from entering the sanitary sewer system by collecting, treating and infiltrating the runoff. It is proposed to use Filterra Systems to treat the runoff prior to infiltration and install permeable sidewalks to reduce the runoff to the infiltration basin. In conjunction with this work, the City will replace an old 4" water main and reconstruct the street to eliminate the excessive crown from past overlay projects. 

The City is reaching out to the residents along North Madison for their input on the preferred layout for the Madison Combined Sewer Separation Project.  Staff has prepared a response method using SurveyMonkey to allow citizens to provide input.  Drawings and survey access links are located below:

The City will also send out postcards to owners and place informational hangers on resident doors by March 4th.  The survey will end and the above link will be removed on March 28th.  You input is important to us and the effort to respond is greatly appreciated.    

Project updates

March 2023

The project is complete, having done most of the work by November of the previous year, but having to wait for better weather to complete the pavement striping (crosswalks and stop bars). Thank you for your patience during the construction and we hope the community enjoys the new street!

Oct. 27, 2022

Contractor has completed water main replacement and infiltration trenches.  Stormwater filters have all been installed as has curb, gutter and some of the sidewalk. If the weather holds paving should be completed by the end of October.  Anticipate project completion before Thanksgiving.  

August 29, 2022

Construction began August 16 and is expected to go through the middle of November.  Madison Street is closed north of Main to the north end of Madison at Elizabeth Street.  Hill Street will remain open throughout the work period.  Short Columbia is closed at Madison until work is completed.  The contractor plans to begin work on the water main replacement on September 6, after the Labor Day holiday.  Expect 1-day water shutdowns to occur at least twice during the process.  Notices will be placed on front doors of affected residences at least two days prior to any planned water shut down.

Contractor has been submitting requests for approval of materials in preparation of project.  Anticipate construction beginning August 15, 2022.

Due to supply constraints the project will not begin until early to mid August

The low bidder is Marshbank Construction at $2,869,226.94.  The contract will go to Council tonight for award.  Anticipate Construction beginning on July 11, 2022.  

May 30, 2022

Project  is advertised for bids. Bid opening June 15, 2022.  Anticipate construction start on July 11, 2022

April 28, 2022

City staff working on PS&E package.  Anticipate submittal to Ecology by May 5th.  

March 30, 2022

City had consultant complete a 'Constructability Review' and is working on changes to plans, specifications and estimate (PS&E).  Anticipate submitting PS&E package to Ecology by April 27th.  

Feb 28, 2022

Staff made changes per ECY comments and resubmitted the PS&E set to ECY for approval 2/24/2022.  Anticipate 45 day review period.  

Jan. 31, 2022

City staff expects to receive Ecology response on 90% drawings by mid February.

Staff has completed the 90% drawings and they are currently being reviewed internally.

City Staff has, after several meetings and discussions, review of citizen comments, review of survey results and verifying compliance with City Code come to the following design criteria.  The road will have 10-foot drive lanes and 8-foot parking lanes per City standards, the back of new sidewalks will remain at the same location as the back of the existing sidewalks, the City will pay the extra cost to install regular concrete for the sidewalks, the sidewalk along the east side of Madison from Main Street to the north side of the church property will extend to the new curb, bulb-outs will be redesigned so that no legal parking spaces are lost along the street, existing paths through the planter are will be replaced with concrete matching the existing width.

City is still discussing Citizen comments and concerns before proceeding with the design.  

March 29, 2021

City held a public meeting with residents to discuss the project.  The on-line survey period has ended.  Staff is reviewing comments from the meeting and survey.  Waiting for Ecology approval of Design Report.  Will begin work on 90% drawings after completion of survey review.

February 28, 2021

Staff is working on virtual open house for public comment.  Notices will be mailed to property owners and door hangers placed on residences and businesses to notify renters.  Look for these to come out in mid March.
