2020 Annual Paving Project
Construction phase is complete.
Project Description
The City has established a Transportation Benefit District (TBD) to help maintain existing streets. Engineering staff utilize the StreetScan program that helps determine the best use of TBD funds in order to maximize maintenance efforts toward our citywide street system. Maintenance efforts include practices such as overlaying with new asphalt, adding new aggregate to the road surface (chip sealing), replacing lost binder oils on the surface (fog seal), and filling in cracks with elastomeric material (crack sealing). Some street segments are identified for only preservation, while others are paired up with utility reconstruction needs that collectively form a complex project and take a year or two to accomplish. In addition, existing sidewalk ramps adjacent to the project areas are reviewed and reconstructed as necessary to be compliant with current ADA standards.
City of Monroe engineering staff completed the design and are administering the construction contract for the 2020 Annual Road Maintenance Project. The work includes placement of hot mix asphalt, pavement repair, planing or grinding, construction of ADA ramps, pavement markings, utility adjustments, traffic control and other associated work. This project also includes updating pavement markings (e.g., striping, crosswalks, stop lines, and traffic arrows) at various locations throughout the City. These locations are in addition to the replaced markings associated with the overlay work.
On June 9th, Monroe City Council authorized the 2020 Annual Road Maintenance Contract with Lakeside Industries in the amount of $958,734. The exceptional bid results for this project created an opportunity to preserve additional street segments this year with the remaining budget for 2020. Engineering staff prepared a new set of construction documents that provides for street improvements along 154th Street SE, between 167th Avenue SE to 171st Avenue SE. This work spans approximately 1,500 feet along the road and includes four intersections. |

154th Street Overlay Project Update
October 2020
All curb ramp improvements, paving, and restoration work is complete. The contractor received notice of physical completion. Once all final documentation is received, this project will be accepted by City Council.
September 2020
The contractor received notice of substantial completion. The City will review the project and provide a final punch list for the contractor to complete before accepting the project.
Week 5: September 14th to September 18th
The contractor will continue working on property restoration and site cleanup. Permanent pavement markings are scheduled for Thursday September 17th.
Week 4: September 7th to September 11th
154th Street has been repaved with new asphalt surfacing. The contractor will adjust utility structures to finished grade and work on property restoration around curb ramp improvements.
Week 3: August 31st to September 4th
On Tuesday September 1st, the road surface on 154th Street will be ground in preparation for new asphalt surfacing. Paving is scheduled for Wednesday September 2nd and Thursday September 3rd. Traffic control signs and flaggers will be on site to direct vehicles and pedestrians through the work zone.
Week 2: August 24th to August 28th
Curb ramp and sidewalk demolition and reconstruction will continue in phases, so sidewalks are still open and accessible for pedestrians.
Week 1: August 17th to August 21st
The contractor will post project notice signs and began curb ramp demolition. Sidewalks are still open and accessible for pedestrians.
August 2020
Engineering staff are working with Cadman Materials to execute this construction contract. The pre-construction meeting took place on August 4th, and construction work should commence on August 17th.
The construction window is anticipated to span two months, with most work substantially complete by October 2020. Project notice signs will be placed before construction work begins. A digital reader board will provide advanced notification for construction activities that require significant traffic impacts, such as pavement grinding or paving.
About 40 public notification postcards were mailed to residents adjacent to the proposed construction work. Information on the postcard included approximate construction timeline, work locations, project description, project website, and staff contact information.
July 2020
The 154th Street Overlay Project was advertised for contractor bids on June 29th and July 6th. The Engineer’s probable cost opinion was $380,000. Six bids were received and opened on July 13th, with bids ranging from $288,709 to $466,820, inclusive of sales taxes.
The following contractors submitted the two lowest bids:
- Apparent Low: Cadman Materials, Inc. $ 288,709
- Apparent Second Low: Trinity Contractors $ 298,571
After review, state licensing verification, and reference calls, the lowest responsive bidder is Cadman Materials, Inc. The 154th Street Overlay construction contract was awarded to Cadman Materials by the Monroe City Council at the July 28th regular business meeting.

Project wide property restoration, utility adjustments, permanent pavement markings, and cleanup work will occur in August.
Week 4: July 27th to July 31st
Finish paving Village Way on Thursday July 30th.
Week 3: July 20th to July 24th
Pave Tye Street, Beaton Road, and 172nd Drive on Monday and Tuesday (7/20 - 7/21). Grind the road surface on Village Way on Thursday (7/23). Begin paving Village Way on Friday (7/24).
Week 2: July 13th to July 17th
The road surfaces on Cascade View Drive, Tye Street, Beaton Road, and 172nd Drive were ground this week. 177th Avenue and Cascade View Drive have been repaved. Work to reconstruct the concrete curb ramps will be complete this week.
Week 1: July 6th to July 10th
The contractor posted project notice signs and began curb ramp demolition on Beaton Road, 177th Avenue, and Village Way. Sidewalks are still open and accessible for pedestrians. The road surface on 177th Avenue was ground in preparation for new asphalt surfacing.

After review, state licensing verification, and reference calls, the lowest responsive bidder is Lakeside Industries, Inc. The 2020 Annual Road Maintenance construction contract was awarded to Lakeside by the Monroe City Council at the June 9th regular business meeting.
Engineering staff are working with Lakeside to execute this construction contract and schedule a pre-construction meeting. The pre-construction meeting is expected to occur late June, with construction activities commencing in July.
The construction window is anticipated to span three to four months, with most work substantially complete by September 2020. Project notice signs will be placed before construction work begins. A digital reader board will provide advanced notification for construction activities that require significant traffic impacts, such as pavement grinding or paving.
About 300 public notification postcards were mailed to residents and businesses adjacent to the proposed construction work. Information on the postcard included approximate construction timeline, work locations, project description, project website, and staff contact information.
April 2020
The 2020 Annual Road Maintenance Project was advertised for contractor bids on April 7th and April 21st. The Engineer’s probable cost opinion was $1,600,000. Six bids were received and opened on April 30th, with bids ranging from $958,734 to $1,602,134, inclusive of sales taxes.
